D.S.T. in the Conference Room of the Fulton County Office Building. Board Members present were Chairman, Roger D. Rose and Vice Chairman, Richard D. Powell. Also present were Don Towne, Fulton County Surveyor; Jean Cloud, Drainage Board Secretary; Carl Bloomer; Linda Bloomer; Paul Henderson; Abigail Renie; and Terry Weiss. It is duly noted that Greg Heller, Drainage Board Attorney, Greg Heller, arrived at 8:59 A.M. D.S.T. It is duly noted that Board Member, Mark Rodriguez, and Assistant Fulton County Surveyor, Tom Chudzynski, were absent. Chairman, Roger Rose, called the special meeting of the Drainage Board at 8:34 A.M. D.S.T. IN REF: LOT 5 AND LOT 6 DRAINAGE PLANS WOLFS POINT 6TH ADDITION Fulton County Surveyor, Don Towne, reviewed the Drainage Plans submitted by Abbie Renie for Lot 5 and Lot 6 at Wolfs Point 6th Addition with the Drainage Board. Don stated Rochester Board of Zoning asked that the Drainage Board review the Drainage Plans for said lots to make sure the proposed plans does not affect the neighbors. Don further stated there is a surface drain on the one lot, which is on the west property line, and there is also a storm water drain across the street, which dumps into Lake Manitou that runs near the east property line. Don stated those drains needs to remain in tack. Don further stated the old structures on the property will be torn down and a new structure will be constructed. Don stated their proposal is to put in perimeter drains around the home, which will go through the seawall. After brief discussion, Chairman, Roger Rose, asked, What issues have not been resolved? Don replied there are no issues; the Rochester Board of Zoning just wants to be reassured there is a plan of what is going to be done on the lots. Don stated if there were any deviation in the plans that are presented today, they would need to come back to us with new plans for approval. After brief discussion, Chairman, Roger Rose, asked, Who is the applicant for this project? Drainage Board Secretary, Jean Cloud, responded, Manitou Holdings Group. Chairman, Roger Rose, entertained a motion to approve the Drainage Plans for Lot 5 & Lot 6 in Wolfs Point 6th Addition as presented. Richard Powell made a motion to approve the Drainage Plans for Lot 5 & Lot 6 in Wolfs Point 6th Addition as presented. Roger Rose seconded the motion. Motion carried two to zero. Drainage Board Secretary, Jean Cloud, asked Abby Renie who needs the letter of approval. Abby responded the Rochester BZA. IN REF: 3124 COUNTRY CLUB DRIVE E REVIEW DRAINAGE PLANS Fulton County Surveyor, Don Towne, stated these plans were submitted by Dave Toppen. Don further stated the lot will be split and the house will be torn down. Don stated their proposal is to put in perimeter drains. Don further stated the drive will slope back towards the house, and they are planning on putting a drain in the driveway. Don stated the main concern is the cottage downhill, because everything slopes downhill toward the cottage. Don stated the landowners that own the cottage do not want to be flooded out. Don stated that every downspout would be tied in and run to the lake. Mr.Toppen has drawn in a retaining wall if needed on the east side. Richard Powell asked if there was a good outlet. Don responded, The lake. Don further stated when the lot is split, there will be homes built and both houses will have downspout that will be tied in and run to the lake. Richard Powell asked about the tile size. Don responded they would be a six (6) inch on one and an eight (8) inch on the other which will also catch the driveway. After brief discussion, Chairman, Roger Rose, entertained a motion to approve the Drainage Plans for 3124 Country Club Drive E. Carl and Linda Bloomer, the owners of the cottage east and downhill from the property, commented that the city has never put a drain in and they get all the water coming from the road. Mr. Bloomer stated their neighbors have tried to get the city to something. After further discussion, Mrs. Bloomer commented they do want any more water than they have now. Chairman, Roger Rose, asked Fulton County Surveyor, Don Towne, as far as the water coming off of the road, will it come off of the road into the driveway. Don stated the neighbor is getting most of the water that is running downhill, and it would nice if the city could catch the water in some fashion and send it to the lake After further discussion, Chairman, Roger Rose, stated the concern is that there be no additional water where the new development is being proposed. Chairman, Roger Rose, stated the water runoff from Country Club Drive is a city issue. Paul Henderson commented he feels the water situation will be improved, as there will be less runoff and there will be swales on the proposed development. Richard Powell commented the landowners need to go the city and discuss the problem with them, and this would be the ideal time to try and address the issue at hand. Chairman, Roger Rose, stated he does not want to leave the problem un-addressed, but the question is, who needs to take this to the city. Paul Henderson stated he is the purchaser of the property and Dave Toppen will be building the structures. After further discussion, Chairman, Roger Rose, commented to Mr. & Mrs. Bloomer to contact their city council representative and express their concerns. County Drainage Board Attorney, Greg Heller, commented he was at the City Council meeting when this issue came up and the citys only concern was to make sure the project did not add any more water. Greg further stated the city is aware of the problem. Being no further discussion, Richard Powell made a motion to approve the Drainage Plans for 3124 County Club Drive E as presented.
