Title VI

Welcome to the Fulton County Area Plan Commission (F.C.P.C.) Department.

The Fulton County Area Plan was effective January 2008 and successfully created a coalition of both the unincorporated and all of the incorporated areas within Fulton County. The Area Plan created one set of ordinances that are effective throughout the County, eliminating the confusion for residential and commercial development that may be located in one or more of the incorporated and/or unincorporated areas of Fulton County.

The F.C.P.C. administers and enforces the zoning, floodplain, building, unsafe building, sidewalk, electrical and plumbing registration licenses, and ADA codes through adopted ordinances and/or inter-local agreements with each legislative body in Fulton County. All minutes and petition documentation for the Area Boards, or the Advisory Boards (prior to 2008), are available upon request in the Plan Commission Office. Currently, there is one 13 Member Plan Commission Board representing the goals and directives of the residents and property owners of Fulton County through the Fulton County Comprehensive Plan and four Board of Zoning Appeal (BZA) divisions representing each of their own individual jurisdictions.

The Office of the Fulton County Assessor (Judy Dancy) is responsible for accurately and uniformly determining the market-value-in-use of every property in the county while serving the public with integrity in a helpful, professional and knowledgeable manner. This is achieved by using three approaches to value:

      • Cost
      • Income
      • Sales Comparison

The State now requires annual adjustments of assessments to reflect changes in the market. We encourage you to contact us with any questions or concerns regarding your assessment.

      Cyclical Reassessment - June 30, 2014

The Fulton County Assessor's office will be visiting all parcels in the county as required by Indiana Code 6-1.1-4. We will inspect each parcel in the county over the next four years, starting July 1, 2014.

Field workers will be reviewing our information and taking measurements of buildings. As you know, structures may change over time from wear and tear, or remodeling.

This review does not mean your property assessment will increase. Our statutory duty is to arrive at an estimate of market value for each parcel. Each year, we use sales of similar properties to arrive at those estimates. The field reviews may lead to increases, decreases, or as in most cases, very little change in property value. The field reviews are designed to increase the accuracy of the assessment information.

Our field workers will carry identification and be able to answer general questions about your property. Please assist them in answering questions they may have about numbers of bedrooms, bathrooms, etc. We strive to make sure our information is as accurate as possible.

This year we are beginning the field reviews in Liberty/Union/Wayne Township. Our office will publish notices of future review sites as warranted.

For some this is an ordinary week. You may ask why they would dedicate a week to dispatchers. Don't they just answer the phone? They are not boots on the ground. They have it easy. They get to sit in a chair and be in a controlled climate. These are just a few of the comments these folks hear because some do not understand what we do. As a director and once a full time dispatcher I can testify this job is not easy. We may not be able to get boots on the ground but we are here to give pre arrival instructions, listen to your cry’s, comfort you in your loss and listen to your complaints. Yes sometimes you even throw in a compliment and we never forget and appreciate those moments. Dispatchers are a very important piece of emergency response. WE ARE THE FIRST RESPONDER! You see we have a great deal of responsibility that no one understands. We are a master at multi-tasking, consulting, talking on the radio, providing resources, answering admin lines, 911 lines, provide assistance for the Sheriff, Warrants, IDACS, NCIC and making sure our responders are SAFE. Please forgive us if we have a bad day and seemed unkind. We are not perfect. We give it our all. We remember all the bad calls and those of you who have lost someone. Our compassion runs deep and we cannot express enough how deeply sorry we are. But truly we have a lot of great outcomes. Sometimes we experience a child birth or save a life through pre arrival instructions or the calmness of our voice. I ask that you thank a dispatcher this week. Please give these folks a simple thank you for all the hard work they do behind the scene. They are the calm voice that gives HOPE, one who is rarely seen, angel in the airwaves, a 911 Dispatcher. Thank you to everyone at Fulton County 911 Communications. Your work and dedication is beyond GOLD. I'm proud to be the Director of you all. - Gail Karas
