Hearing Called To Order: President Chris Sailors Opened the Hearing. Members present were Judy DeVries, Chris Sailors, David Helt, Harry Richter, James Widman, Gary Sriver, Earl Gaerte; also, Auditor Denise J. Bonnell and Jeanie Cloud. Auditor Denise prepared the workbooks with the information needed to work up the 2004 Budget; also, spreadsheet, handouts, etc. Superior Court Ц Judge Wayne Steele Ц Judge Steele stated the good news was he has cut his budget by $17,000.00. Judge Steele went over the items and explained the cut and CSI; stating other than that it is much the same as last year. The wage increase was figured at 10%. Judge Steele was asked regarding the size of our jail, the number we are over the limit with; do we try and introduce more home surveillance types of programs or do we build a new jail? What can be done with a lot of the offenders in jail? What about any other programs or are we going to have to think about in the 2-3 years increasing the size of the jail or new jail? Judge Steele said that was a good question and went on to explain the numbers; however, he stated that those that are presently there are on serious charges. He explained in detail about the procedure; also, stating that Fulton County is not the only County with that problem. He explained Home Detention; also, what is mandated by the State Legislators. The discussion continued. Advisory Plan Commission Ц Director Casi Cramer presented her budget, which she stated is about the same; however, the wages she put in 5% increase. She answered questions. County Clerk Ц Karen Miller Ц started with the major items in her ClerksТ Budget. For wages, an increase of 8% for Clerk and increase of 6% for the Staff (1st & 2nd Deputy, Full-time help). Karen explained her part-time help and explained when needed. She continued through her budget. Her computer hardware maintenance was discussed and she answered questions. They discussed the age of the PCТs, which Karen stated are also in the courts. The discussion continued. Election Ц Karen Miller presented this budget. Election Board Ц Karen Miller passed out copies regarding this budget. She explained this budget. Karen said the Secretary for the Election Board has asked for a raise $750.00 as opposed to $500.00. She is asking for an 8% raise for the Election Board members and clerical she explained, as well as, the remainder of this budget. VeteransТ Service Ц Officer Dick Bair presented the budget. Wages he would like his increased $1,000.00. For the drivers he stated he had started with a deficit. He told of the scheduling and presented a copy of the traffic for this year. There are two drivers. He spoke regarding the telephone account saying they use 800 numbers 90% of the time. County Surveyor Ц Surveyor Don Towne said for wages he went with 5%, Part-timer Licensed Surveyor - $6,500.00 that is used for sections corners, which he explained. He said the truck, the Commissioners would like that traded on a truck or suburban that will handle a plow. He went on to explain the condition of the truck and stated because of the condition they do plan on trading; he finished explaining the budget. Public Defender Ц David Clauson, Bob Cannedy and Mike Whirledge, Board Members were present; also, Karin Fowler, Administrator. Dave Clauson presented the budget. Dave said that 90% of all the cases now go through the Public Defender. Dave noted that their contract specifies, when the workload increases twenty-five percent, they may renegotiate the contract. Dave stated it has been that way three years straight; and the contract has not been changed. Dave said they couldnТt do any private work because they are in court every day. He spoke of the increase for Appeals Attorney; also, for Conflict Attorney. Administrator Karin Fowler, said they have not received any reimbursement for this year and the fourth quarter of 2002 has not be received. This was discussed. The discussion led to the forming of a Task Force to address some of these issues. The figure for wages is 6%. This was discussed as to what they started with and where they are now, plus the caseload. Welfare Ц Christine Ackerman presented this budget. She prepared a Summary. The budget for 2004 is actually less than last year. The reasons being they have had good success in pursuing reimbursements and repayments; she explained this. The other reason is the Child Welfare Rehabilitation Option she explained. This means they will breakdown the charges, so that they can identify charges that could be billed to Medicaid. This she detailed, how this will end up costing less; also, they must reside in an Indiana facility. Independent Living for Wards was increased, this she explained. There was a recess from 10:30 a.m., until 10:45 a.m. County Commissioners Ц President Rich Powell presented this budget. Commissioners Roger Rose and Leslie Walters were also present. He stated salaries increased 5% and continued on explaining their budget. He said, they were told there might be a reduction in Health Insurance. EMS was discussed and the budget is down, this will included a salary increase. Animal Control was discussed and what it covers; there is no longer a Humane Society. This was discussed; УCause for PawsФ was discussed. Rich continued on through the budget. Harry asked about Building and other Insurance, if it were not in the budget, how would it be paid. This was discussed. Cum Bridge Ц Richard Powell presented this budget and reviewed the expenses. Cum Cap Ц Richard Powell presented this budget and reviewed the expenses. This was discussed. Drainage Board Ц Roger Rose presented this budget. The Board Members, Secretary and Attorney salaries increase of 5%. He continued explaining through the budget. Roger reviewed the Ditch Loans and explained. Aviation Ц Jim Ewen presented and explained this budget. One increase is the Contract Operator Services, that is a Maintenance Contract with a gentleman that does four times yearly inspections on the automative weather information system. He said the telephone increase was due because of the weather system. He noted the legal fees were reduced. He noted the building is about a week away from completion and the taxiway construction about two-three weeks away from completion. FEDCO Ц Mike Busch presented this budget, stating it is an increase of 4.4-5%. He detailed this. Weights and Measure Ц Mike Early presented this budget. Coroner Ц Jon Good was not present. His budget was discussed. Gary said in a conversation with Jon, the mandated autopsy that must be transported is costly. This was discussed. 12:00 Noon Chris said they would recess for lunch until 1:00 P.M. 1:05 P.M. Chris reconvened the Hearing. Rochester Township Assessor Ц Carol Loebig Assessor presented her budget. Carol explained she had figured salaries increased 10% and explained; the other $1,000.00 she explained would be used when she has completed her Level 2 Certification. She explained the remainder of her budget. EMS - Mr. James OТKeefe presented this budget. He spoke of the revenues and the Paramedic Services stating that has helped. He said included in their personnel, they now have a Human Resources person, which has helped. He spoke of transfers, which has been built into the EMS. County Extension Ц Mark Kepler presented this budget. The Clerical is figured at 5%. Clerical Assistant Ц he stated that is an actual salary figured with a 3% increase and he explained the amount of time it covers. He continued on with the remainder of the budget. Park and Recreation Board Ц Jill Runkle presented this budget. The only item added was $500.00 for consulting. The remainder of the budget is the same as 2003. This was discussed. There was a recess from 2:05 p.m. until 2:20. E-911 Ц Steve Reese, Director presented his budget. Salary was figured at a 10% increase. Steve said he is concerned for the dispatchers as their position becomes more and more technical. This he will discuss later. He said they would be able to transfer the $75,000.00 into County General. He continued through the Budget. He explained the contract with Sprint he requested $40,000.00; that, is not going to be enough and he explained. Fulton Co. Communications Ц Steve Reese presented this budget County Auditor Ц Denise Bonnell, Auditor presented her budget. Salary for the auditor was figured at 10% increase; and 5% increase for her other employees, except for a Deputy that will be raised to 1st deputy pay and she explained. She continued to explain her budget. Plat/Transfer Ц Denise Bonnell, Auditor presented this budget. She explained this budget. Circuit Court Ц Judge Morton Ц spoke of the CSI System, which was for the Courts and the Clerks. Judge said the Maintenance Contracts for this need to be all changed to the ClerkТs Office and this has been agreed on by all parties involved; therefore, he said, please change this. The other item is not to cut completely out Hardware Maintenance, and he explained. The Judge said this does not show up in any of the budgets, yet; however he noted that this year the Probation numbers (people on probation) pushed past the need for a fifth Probation Officer. This he said, numbers, caseloads, etc could justify this. Judge Morton said, just so the Council will know, next year, Andy will be instructed to put in for the 5th Probation Officer that this system now justifies. He continued to explain. Jury Pay Fund Ц Budget does not come out of County General. Judge said he put in for the same amount as last year, and explained. Juvenile Probation Ц Judge Morton said Superior Court has more to do with this than Circuit Court. Judge explained this. The Judge spoke of the Security issue for the Courthouse. After explaining this he said he had put in his budget funding for a Security Officer, and funding for an office to put him in, computer, desk and hookup. He explained arriving at a cost to equip this officer. While Judge put this in his budget; he also, explained his thoughts on this issue. He stated for employee salaries he put in 10% and elaborated. He then continued explaining the remainder of his budget. Prosecutor Ц Rick Brown presented his budget. Salary for this year he figured 10%, and explained. Pre-Trial Ц Rick Brown presented this budget. Title IV D Ц Donna Kuehl presented this budget. She gave a break down of the caseloads and explained. Donna spoke of how well this office operates and she explained. Courthouse & Annex- Joe MorrowТs budget. Joe, being on vacation, Judy DeVries read this budget. This was discussed.
