Meeting Called to Order: Mark J. Rodriguez called the meeting to order at 6:00 p.m., D.S.T. Present for the meeting were Commissioners Mark J. Rodriguez, Roger D. Rose, Sherry Fulton; Auditor, Judy Reed; and County Attorney, Greg Heller. Recorder Office/IT Committee: Sherry Fulton reported the contract is up in October for the Recorders software and hardware. The IT committee and Cathy Ginther recommended going with Fidlar Technologies. There was a discussion on purchasing vs. leasing. Sherry Fulton moved to approve Cathys recommendation for software and hardware upon the Councils further recommendation. Roger Rose seconded the motion. Motion carried 3-0. Sheriff Department: Sheriff Walker Conley stated the Sheriff Department is paying 40% of the cost of ambulance runs for inmates. He asked the Commissioners how it is handled for other county offices. He said most inmates do not have insurance coverage. Millie Sytsma said she would talk to some other counties to see what their policies are. Conley stated he needs a computer replaced very soon. He also explained the two appropriation requests he had. Highway Department: Dave Tofson presented his monthly highway report. He stated the department purchased some sand from IMI that they needed moved for $4 a ton, it usually costs $7.50 to $7.60 a ton. Tofson presented to the Board Permit #10-18 from Jesse Rude for NCRS to put tile in under 500 North to help drain a waterway along an existing county tile. He stated the fee was waived since it was to assist with the county tile. He also presented Permit #10-17 from David Jackson to install tile at 1674 N 750 W, which involves one road cut. Roger Rose made the motion to approve Permit #10-17 and #10-18 as presented. Sherry Fulton seconded the motion. Motion carried 3-0. Tofson asked the Board for permission to advertise for the vacated position of retiree Butch Sutton. The Commissioners approved the request. E.M.S.: Millie Sytsma reported they received 3 laptops from the EMA grant that they have placed in the ambulances. A new full-time paramedic, Jeff Fox, will begin training this week. Sytsma gave an update on the personnel policy. She said she has two demo ambulances coming in to the office for her to view. Sytsma reported on the EMT class starting June 15 at the Rochester Fire Department. Sytsma said she would like to incorporate into the budget a deputy director. She would also like to correspond certification levels with the pay scale. Sytsma said she was very appreciative of Penny Shiremans help with payroll. Additional Appropriations: Sheriff: 131-242-10100 Accident Report Fees $8,500.00 132-00056-000-005 Handgun Applications $8,000.00 Highway: 702-22900-000-531 Road Signs $42.80 Superior Court: 101-13301 Witness Fees $825.00 Transfer Requests: Circuit Court: From 101-232-21100 Postage $70.00 To 101-232-31001 Dues $70.00 These transfer requests were reviewed and approved. Claims and Payroll: The commissioners reviewed payroll and all claims and signed them for payment. Crowe Horwath Contract: Judy Reed presented the revised contract with Crowe Horwath for Phase II software certification testing. It reduces the original amount of the contract from $7,200 to $4,000. Roger Rose moved to approve the contract with Crowe Horwath. Sherry Fulton seconded the motion. Motion carried 3-0. Recess for 5 minutes Reconvene FEDCO: Terry Lee discussed setting a public hearing in order to declare the county a recovery zone. Greg Heller said first we need to pass a home rule ordinance stating we are looking into this, then we need to schedule a public hearing, and third we need to adopt a resolution establishing the recovery zone. Greg suggested Terry get in contact with Ice Miller to make sure the whole process is being done properly. The Board set June 21, 2010 at 7:00 p.m. as the time for the public hearing. The Recovery Zone Home Rule Ordinance will need to be adapted at the June 7, 2010 meeting. Lee explained what OCRA is doing in conjunction with FEDCO. Steven Ray of OCRA would like to hold a meeting to help the county envision economic development. Commissioners Meeting Minutes: The minutes of the February 1, 2010 and the May 3, 2010 Commissioners meetings were reviewed. Roger Rose moved to approve the minutes of the May 3, 2010 Commissioners meeting as presented. Sherry Fulton seconded the motion. Motion carried 3-0. Sherry Fulton moved to approve the minutes of the February 1, 2010 Commissioners meeting as presented. Roger Rose seconded the motion. Motion carried 3-0. Old Business: Attorney Greg Heller reported he will be getting with Andy about amending the by-laws for the Transpo Board in order for the commissioners to be able to appoint a representative to the board. Mark Rodriguez presented quotes Randy Gundrum had received for painting the courtroom and the first floor of the courthouse. After some discussion, Roger Rose moved to proceed with the restoration painting work on the third floor courtroom and regular painting of the first floor for $5,758 to Garland Guild Inc. Sherry Fulton seconded the motion. Motion passed 3-0. Roger Rose said he is waiting for a recommendation from Mark Kepler as to what type of trees to plant at the courthouse. Mark Rodriguez reported the cement base needed to be enlarged in order to accommodate the new courthouse monument. Rodriguez said he did not have a date from Sue Clark yet as to when the dedication would take place. New Business: Roger Rose presented a contract from Astbury Environmental Engineering in the amount of $20,230 for work to be done at the former County Road 450 North Landfill for the remainder of 2010. Sherry Fulton reported for the IT committee. She stated there are 42 computers that need to be replaced, 23 of which need replaced yet this year. Roger Rose reported on the animal shelter. He said there are some specific action plans in place for the shelter. Mark Rodriguez reported on the county highway building bidding progress. Mark Rodriguez reported on the personnel committee meeting. Sherry Fulton reported on the EMS Board meeting. Fulton said the billing was $80,000 this month. She asked at the meeting for a detail of the bill before we would pay it. There was discussion as to whether the contract is inclusive or non-inclusive. Roger Rose moved to enter into the contact with Astbury Environmental Engineering for work at the former county landfill in the amount of $20,230. Sherry Fulton seconded the motion. Motion carried 3-0. The Board reviewed the monthly Weights and Measures report. This concluded the business of this meeting of the Fulton County Commissioners.
