Meeting Called To Order: Richard A. Powell called this Meeting to Order at 8:45 a.m., E.S.T. Present for this meeting were Commissioners Richard A. Powell, Roger D. Rose; Leslie Walters, Denise Bonnell, Fulton County Auditor; and Penny Shireman, First Deputy to the Auditor. Employee Medical Insurance: The Board of Commissioners reviewed and discussed plans for insurance companies, which would accept the group. The Board discussed deductibles, costs for the county and for employees, prescription cards, co-pay, spousal exclusion, employee education, annual out-of-pocket expenses, etc. They talked about the advantage of phasing in a Health Savings Account program. The current deductible is $500. After the deductible, the insurance pays 90% in the network until the insured pays another $1,000. These do not include the office visit co-pay ($10) and the prescription costs (20%) with the prescription card. Currently insurance is available to a new employee on the first of the month after the employees hire date. The wellness benefit is currently $250 and a supplemental accidental benefit of $500 per occurrence. The Board choices were to adopt a dual health plan using the core insurance plan, similar to the one currently in place, as one option and a health savings account (HSA) as another option. The HSA plan would not have a prescription card or co-pay, but the County would contribute money to the plan that could be carried over if not used, but those expenses would be applied toward the deductible and toward the annual co-insurance. Maintenance drugs could be required to be purchased through the mail-order plan or they would not be covered. The deductible would be $1,500 with the County contributing $1,000 of that. After the deductible, the co-insurance would be 90/10. The Board decided to introduce spousal exclusion, which provides that a spouse of an employee must use his or her own insurance. The Board also decided to, depending on which plan they chose: keep the prescription card for the core plan and raise the percentage to 25%; make mail-order purchasing mandatory for maintenance drug purchases and one thirty-day supply would be provided at no cost; raise the co-pay for the core plan to $25 per visit; change the deductible for the core plan to $1,000, with an annual co-insurance amount of $20,000 with a 90/10 plan; place an aggregate maximum which would place a limit of 1/12 of the annual max on each month; implement a 60-day waiting period for insurance coverage that would take effect the following first of the month, which will need to be changed in the personnel policy; increase the annual wellness benefit to $500; and eliminate the supplemental accident provision. The Board chose to leave the monthly employee contribution the same as it is currently: Employee only $52.00 Employee & spouse $237.00 Employee & family $237.00 Employee & child $193.50 The Board will also look at prices at costs for life, dental and optical insurance. The Board will request quotes from Jennings Insurance and Consolidated Union. Recess Cheryl Easterday described what Jennings could provide along the lines of what was previously discussed and reminded the Board that a local agency would make a transition to the HSA plan easier. The Board will make a decision at the December 5, 2005, meeting regarding the employee medical insurance. This concluded the business of this special meeting of the Fulton County Board of Commissioners. Roger Rose moved to recess this meeting at 11:55 a.m. Leslie Walters seconded this motion.
