Meeting Called to Order: Those present for this Joint Session were the following: Council Members, Judy DeVries, Earl Gaerte, Christopher Sailors, David Helt, Harry Richter, James Widman, and Gary Sriver; Commissioners Leslie R. Walters and Roger Rose; Township Trustees, Carol Loebig/Rochester Township-Assessor, Becky Gearhart/Henry-Trustee, Linda Erp/Newcastle-Trustee, James Sutton/Liberty-Trustee, Peggy Dague/Wayne-Trustee, Diane Zimpleman/Liberty-Board, Ruth Gelbaugh/Richland-Board, Dick Gelbaugh/Richland-Board, Judy Talbott-Richland-Clerk-Ass’t, Walt Talbott-Richland/Trustee, Art Gudas-Union Trustee, David Berry, Jay Cunningham/Union Board, John Mollencupp/Union-Board, Fulton County Assessor Sandy Owens; also, County Auditor Denise J. Bonnell and Sentinel Reporter, Christina Seiler. President Chris Sailors asked County Assessor Sandy Owens to lead off the discussion. She proceeded to explain that the Richland Township Assessor, Walt Talbott has quite a few expenses that he feels he should be reimbursed for by the county concerning township assessing. Sandy stated that she had offered to Mr. Talbott, the same as all the other township assessors, the necessary forms, paper and copier usage for his assessing needs. Sandy does not have these items budgeted into her budget therefore, she is unable to accept claims for these things. Also, the county does not have anything budgeted towards township expenses of this nature so, the County Auditor has no appropriations for these expenses either. It was noted that always in the past, the townships used the Host Fee Monies towards any expenses that they might incur. However, since it has been brought to the attention of the State, and they will be auditing more closely now, the Council and Commissioners have no other choice but to come up with some type of budget for these expenses. After much discussion it was decided that nearly all of the Township Assessors and their Advisory Board Members were not in favor of changing the way things currently are handled. It would mean a lot more work on their parts and make their job harder than necessary, in their opinion. It was also noted that the County Assessor could assume all township-assessing responsibilities if the Advisory Board of that Township agreed. Council members felt that this must be dealt with at this time and since Budget time would be coming forth in the next few months this would be the time to deal with it. They decided that all Township Assessors would need to submit to the Auditor a budget request, just as all the other offices do, indicating what they felt their budget needs for 2005 would be. Council would set limits, uniformly, for all of the Township budgets, and they would all need to present their respective budgets to the Council. This concluded all the business transacted at this Joint Meeting, for which it was called.
