Meeting Called To Order: Richard A. Powell called this Meeting to Order at 6:00 a.m., E.D.T. Present for this meeting were Commissioners Richard A. Powell; Roger D. Rose; and Penny Shireman, First Deputy Auditor. Highway Department: Superintendent Scott Tilden asked if the bid date for trucks could be changed from November 3, 2006, to December 4, 2006, at 9:30 a.m. He said some of the vendors would have information for the Board until November 1, which would provide little time for him to review the proposals. Bids for supplies will remain on November 3, 2006, at 10:00 a.m. and for County forms at 11:00 a.m. It is just the bidding for the trucks (one single tandem axle dump truck and one single axle dump truck) he wishes to move. Scott reported receiving Major Moves money on Friday in the amount of $479, 900. He said they invested $400,000 in a six-month CD. He plans to invest the remainder in a shorter term CD. He said he would like to see the Major Moves money used for asphalt paving. He said it can be used for any permissible use under Motor Vehicle Highway. Sheriff: Sheriff Roy Calvert reported that there is a new canine officer, Kerry Brouyette. His canine unit is Bowjar. He has a policy written and is ready to go. He wants to know if his department needs to have policy in place or if it is the County to have policy in place. Steve Sanders reported that that Neuter Scooter will be available at the 4-H fairgrounds for feline neutering on November 10, 2006, at a reduced rate. He said that shots are also available. If the pet-owner pre-registers there is further reduction in the rate. Ken Herceg & Assoc. Tim Wall said this company is made up of architects and civil engineers. He said his side of the company preserves historic assets. Treasurer: Judy Reed asked to have the Office building open on November 4, 2006, from 8 a.m. to noon as taxes are due November 10, 2006. Park & Recreation: Ernie Hiatt reported to the Board that on November 1, 2006, there would be a ribbon cutting at Prairie Edge Park at 8:30 a.m. The regular board meeting will follow at 9:30 at the Office Building. He said that the bathrooms, the pavilion, gazebo and the split rail fence are complete. He said the parking lot is underway. He also said that Germany Bridge Park is nearly complete. He said the DNR has put in a boat access. He reported that an appointment will need to be made to the Park Board in January 2007, as his term will be expiring. He also suggested implementing a speed limit on 375 West from 450 North where they intersect at least half way to Olson Road. Appropriation Requests: Commissioners 101-38200-000-068 Citizens Cemetery $ 2,000.00 Circuit Court 101-19000-000-232 Extra Help $ 1,500.00 FEDCO 211-000-211 WEN Building Project $ 18,000.00 The additional appropriation requests were reviewed and approved. FEDCO: Tom Tucker submitted an appropriation request for $18,000. He reported that the FEDCO Board voted last November that it would be prudent to assist financially a potential owner of the Wen Building in securing the building from further vandalism. The building has since been sold, and they want to provide this assistance as an incentive. The alternative was to knock down the building at a potential cost of $200,000 to the taxpayers. He further reported that FEDCO is sponsoring a Business Plan Contest. The winners will be awarded by help in funding the start up and/or expansion of a local business to improve the per capita income of Fulton County and to diversify the economy by focusing investment in business research which will create industry cluster requiring high skill, high wage employees for the County. FEDCO will entertain business plans that will create new high skilled, high wage jobs. FEDCO will offer free of charge a business plan seminar on November 29, 2006. From December 1 through January 31 the business plans will be written and submitted to FEDCO. From February 1 through March 10 the plans will be reviewed by two objective panels of experts from outside of the County. On March 20, 2007, qualified winners will be presented to the Commissioners and the Council for review and final decisions. In mid-April the winners will be announced. He anticipates taking 10 to 15 submissions, three or four of which he anticipates will be acceptable. The committee wants to award $25,000 to $100,000 for start up costs. He said that FEDCO wants to hold a media event with the radio and television stations on October 26, 2006. The use of these monies will be extended to people outside of this county but the business must be created within Fulton County. He said that FEDCO has gotten rave reviews on this proposed project. He said that FEDCO will also help the winner(s) find additional funding. He said they are also working a similar program at Rochester High School in hopes of keeping some of our youth in the County following college education. Tom said he was asking for the Board recommendation to go to the Council for this program. He also said that the Board needs to appoint an ex-officio appointment to the FEDCO Board of Directors by November 17, 2006. Old Business: The Board may need another special meeting to discuss EMS now that figures have been received, as well as the coroner issue of transporting the deceased. The Board said that the County has been asked to help haul away debris from debilitated Kewanna buildings that are being torn down. The Board proposed using County highway vehicles to haul the debris to IMI.
