Meeting Called To Order: Richard A. Powell called this Meeting to Order at 9:10 a.m., E.S.T. Present for this meeting were Commissioners Richard A. Powell, Roger D. Rose, Leslie R. Walters, Denise Bonnell, Auditor; and County Attorney, Gregory L. Heller. Fulton County Highway Department: Superintendent Scott Tilden asked the Board if they wanted to attend a meeting at the LaPorte District INDOT office on the 10-year new highway construction plan on Thursday, August 4, 2005, with him. This would give the county an opportunity to give input on the States highway plan that would affect highways in Fulton County. Tilden also updated the Board on the departments road work. Commissioner Meeting Minutes: The minutes of the July 18, 2005, Board of Commissioner meeting and the July 19, 2005, joint meeting of the Board of Commissioners and Fulton County Council were reviewed. Leslie Walters moved to approve the minutes of the July 18, 2005, Board of Commissioner meeting and the July 19, 2005, joint meeting of the Board of Commissioners and Fulton County Council as presented. Roger Rose seconded this motion. Motion carried 3-0. Claims and Payroll: The Commissioners reviewed Payroll and all Claims and signed them for payment. Recorder: Fulton County Recorder Cathy Ginther presented the revised contract with Affiliated Computer Systems (ACS) as discussed in the July 5, 2005, Commissioners meeting. Roger Rose moved to enter into the contract with ACS State and Local Solutions for the services proposed for the amount of $1,725.00 per month. Leslie Walters seconded the motion. Motion passed 3-0. Richard Powell signed the contract. Attorney Heller and Cathy Ginther will work together to give written notice to Manatron regarding concluding the contract with them. Public Defender: Karin Fowler reported to the Board that the Public Defender fund would need an appropriation from county general to pay conflict attorneys, office supplies and telephone. The appropriation request totaled $9,750.000. Clerk: Fulton County Clerk Karen Miller was present to see if the contract with CSI, the software vendor, allowing information to be gathered and sent to Dox Pop to be put on the internet, was approved by attorney Heller. Heller requested one addition to the contract. Roger Rose moved to enter into a contractual arrangement with Doxpop Computer Systems for the services previously described by the Clerk making Court documents available on the internet at no expense to the County. Leslie Walters seconded the motion. Motion passed 3-0. Plan Director: Fulton County Plan Director Casi Cramer reported that Mark Martenss appointment to the BZA is up at the end of the year, and she didnt think that he would want to be reappointed. She will ask to be sure but believed that he didnt want reappointed. Cramer also wanted to know which of the Commissioners was going to sit on the Area Plan Commission, as well as the name of their citizen appointment. She reported that Kewanna is nearing approval of its ordinance. All other participants only need to provide their appointments for the Commission. She hopes to have an Area Plan Commission in September. Leslie Walters moved to appoint Roger Rose to the Area Plan Commission. Richard Powell seconded the motion. Motion passed 3-0. Cramer told the Board about a proposed building project in Liberty Township where they are in the beginning phases of the planning of a Community Building. She also noted that should this project be completed, the Township may want a close-by county road improved. Old Business: Attorney Heller checked statutes and found that the Township Trustee is responsible for the maintenance of the County Home Cemetery unless it is owned by the County. Greg Heller will also check with the new Health Department Sanitation Officer regarding the Carters septic system before drafting the easement. In discussion regarding the sale of Commissioner sale properties, Attorney Heller said that the County can set the terms and conditions by resolution of properties transferred. Property can be conveyed to a non-profit organization with terms and conditions after public hearing. He noted that the Board would need to be sure any property to be transferred to a non-profit organization would have had already been through two tax sales. Heller was referred to previous discussions regarding a property in Kewanna and the Wen Building in Akron. New Business: Roger Rose noted that Marshall, St. Joseph, Kosciusko and Elkhart county officials have had discussions regarding the time zone preference of the county. The Board contemplated a public hearing to determine the wishes and arguments of Fulton County citizens when asked by the State for a position. The monthly report of the Weights and Measures Program was reviewed. This concluded the business of this meeting of the Fulton County Board of Commissioners.
