Meeting Called To Order: Richard A. Powell called this Meeting to Order at 9:06 a.m., E.D.T. Present for this meeting were Commissioners Richard A. Powell; Roger D. Rose; Leslie R. Walters; Denise Bonnell, Auditor; and Greg Heller, County Attorney. Highway Department: Superintendent Scott Tilden presented to the Board Permit #10-06 and #11-06 from Verizon. Permit #10-06 would involve Verizon burying 950 feet of cable in the north right of way of County Road 250 South approximately a quarter mile east of 800 East. Permit #11-06 is for a service wire to 4319 North 825 East, involving 40 feet of installed line. Both are to new homes. Leslie Walters moved to approve Permits #10-06 and #11-06 as recommended by Scott. Roger Rose seconded this motion. Motion passed 3-0. Sheriff: Roy Calvert told the Board that there are problems at Mount Zion with a property dispute. He said a man called on a cell phone, because a woman was striking him and wouldnt let him come ashore. He wants to determine exactly where her property line and the right of way are located. He said that she plans to fence the property to prevent boaters from using her property. Scott Tilden said that Bridge #88 was just surveyed so he can check on the location of the right of way. Tilden said they were exiting at the northeast corner of the bridge. Calvert wants the issue addressed, so that it doesnt continue. Building Inspector: Gary Madlem reported that he has been working on two unsafe properties in Kewanna. He said that on owner responded to the friendly letter and will clean up the property. He said that he was also called to Leiters Ford where the Trustee wanted a home condemned. He said that he couldnt condemn it, because it is structurally sound, but it will be cleaned up by the owner. Maintenance: Richard Fox said that the results of the thermal scan of the roof showed only two good spots on that portion of the roof. He presented three proposals for reproofing the north half of the County Office Building. Morris & Son provided the lowest proposal by far at $23,743 with a 15-year warranty, while Bambis was $43,494 with a 15-year warranty and Lawmasters was $41,210 with a ten-year warranty. Lawmasters would provide a 15-year warranty for an additional $980. Roger Rose moved to award the roofing job for the north half of the County Office Building roof to Morris & Sons for $23,743 pending Council approval. Leslie Walters seconded the motion. Motion carried 3-0. Fulton County Assessor: Susan Carr presented two additional appropriations. The first is for an amount of $36,195 for Appraisal Research Corporation. She said that she isnt ready to pay this yet, as she wants itemized billing to check the amount and negotiate the amount before making payment. The second appropriation is for an amount of $10,000 for additional help. Circuit Breaker Tax Credit: Denise Bonnell received a letter from HJ Umbaugh Associates saying any taxpayers tax bill that goes up more than two percent of their gross assessed value can apply for a circuit breaker tax credit, which would limit the increase of the tax bill to two percent annually. This limits the Countys income from property taxes. The County must also file a disclosure for Woodlawns bonds. Roger Rose moved to hire HJ Umbaugh to comply with the disclosure requirements. Leslie Walters seconded the motion. Motion carried 3-0. Common Wage Committee Appointment: Rochester Lake Manitou Mayor Phil Thompson sent a letter asking the Board to appoint a member to the Common Wage Committee for the construction of a fire station. Roger Rose moved to appoint Jim Heyde to the common wage committee for the construction of a new Rochester fire station. Leslie Walters seconded the motion. Motion carried 3-0. Commissioner Meeting Minutes: The minutes of the May 15, 2006, Board of Commissioners meeting were reviewed. Leslie Walters moved to approve the minutes of the May 15, 2006, meeting as presented. Roger Rose seconded the motion. Motion carried 3-0. Transfer Requests: Highway Department: From 30202 Bridge #88 $ 5,459.20 To 20200 Bridge #2 $ 5,459.20 This transfer request was reviewed and approved. Claims and Payroll: The Commissioners reviewed Payroll and all Claims and signed them for payment. Wen Building: Gregory Heller reported that SRI approved the removal of the Wen Building from the Commissioners Sale for transfer to FEDCO on completion of the Quiet Title Action. He said that he hasnt received formal notification yet, though. Insurance Advisory Committee Appointments: Roger Rose reported that Cheryl Easterday and Rob Sawyer have resigned from the Insurance Advisory Committee. He reports that they plan to try to find someone outside of the County with some type of reciprocal arrangement where the outside person would serve on the committee in their place and they would do the same in another county. Roger will follow up on that. Cost Allocation Plan: Charles Malinowski proposed his services to the County for preparation of the Countys cost allocation plan. He proposed a 20 percent reduction in what the County currently pays for a one-year option or a 24 percent reduction for a three-year option. He also proposed striking from the contract a clause that would allow the County to be reimbursed 50 to 60 percent of the fee. CASA: Greg Heller asked the Board on behalf of CASA if the group could use the Courthouse parking lot for its Port a Pit fundraiser. The Board gave its consensus for the project. Old Business: Denise said that for a quote from the State insurance plan, she must submit employee data first. She said her office is in the process of gathering such data presently. She reported that some counties only provide insurance to the employees and for any family members they choose to insure, the employee must pay the entire premium. New Business: Rich suggested removing the indoor plants near the entrance from the Office Building due to their condition. Denise said she received an email from Ross Nelson, Historic Landmarks Foundation of Indiana. He would like to set up a meeting to discuss the restoration of the Courthouse for a planned publication. Denise will ask for him to send a formal written request on letterhead. Denise noted that Maximus provided a revised offer for the cost allocation plan. The Board will make a decision regarding the cost allocation plan at the next meeting. This concluded the business of this meeting of the Fulton County Board of Commissioners.
